Ubuntu cannot boot if using kernel version 5.3.0-19 & 5.3.0-22.
However, kernel version 5.3.0-18 works fine.
The root disk is encrypted. When booting with 5.3.0-18, a passsphrase

I will add I am continuing to experience this on 19.10 with pip 19.3.
Also, I heard the Pip developers say they were sorry about saying this
was Ubuntu's fault for lying about metadata, and that they want to go
back to being friends. They did say that if Ubuntu devs were to find a
way to fix this

there is no report available on the result page, as the job was terminated
abnormally.
For the log on jenkins, you can see that it suddenly stopped:
