I've upgraded my system to linux-image-5.3.0-40-generic and it fix the problem!
Here is my procedure :
- restore a backup from before the 5.0.0-1032-azure kernel update
- restart the vm
- sudo apt update
- sudo apt upgrade
- sudo apt install --install-recommends linux-generic-hwe-18.04
- restart the vm

after the restart the applied kernel is linux-image-5.3.0-40-generic.

The server can reboot and the application can restart normally without
any CPU lock issue.

Does it work with new grub and old shim, though? As we think new shim is

I've had the issue again, same box, reboot & another re-try (4th maybe)

The installer failed to create partition on disk 'ST3160815AS'.
Create a new partition (22.00 GiB, ext4) on ‘/dev/sda’  
Job: Create new partition on device ‘/dev/sda’ 
Command: sfdisk --force --append /dev/sda 
Job: Create file system ‘ext4’ on partition ‘/dev/sda9’ 
Command: mkfs.ext4 -qF /dev/sda9

A normal office usb mouse as the HAMA AM-5400 works.

Just want to inform that the T7 eastern tech sinowealth mouse  not
working. I know this isn`t a real gaming mouse and its cheap but it
worked just fine on all systems i used before.

Attached the installed package list. 
Do use the grml live script to boot live system using the main system ssd .This 
does not interfere with the running system.

I have two Google Mail accounts configured to send and receive email on
evolution. One is personal and one is official. The official one is a
GSuite account. Every day, and sometimes many times in a day evolution
reports and inability to receive or send email from these accounts. The
error reported is either an authentication error or a timeout error. A
message popup shows an option to "reconnect". Clicking that opens up a
dialog box for Google (OAuth) authentication and google asks me to allow
GNOME Evolution to do this or that. I have to click allow and after that
it may work or I may have to restart my computer to reconnect on
evolution.

After I complete the authentication process I receive a message from
Google that I signed in from an unknown device, whereas it is the same
notebook computer from which I have been connecting for several months.

I am reporting this as an issue with evolution because Google for some
reason treats it as a less secure app. In order to access my email from
evolution I have to turn ON the "allow less secure apps" setting at
Google.

Manual partitioning install; re-use space that prior to todays tests was
sda8 (btrfs; opensuse; now unused space) & sda9 (now sda8 & was
opensuse's /home i'm attempting to re-use as /home)

I'll file this, with intention of exploring later - but also reboot and
try again (where I'll just tag this result in iso.qa.ubuntu.com again)

I ran `ubuntu-bug calamares` after 2nd fail.  It was re-run and again
failed so this session.log will be after third just failed so it'll
likely be long unless file is wiped for each run.

It appears this bug was reported after you removed (?) the nvidia
driver, which is understandable. But that also means we have no logs
showing when the bug was happening.

Please run these commands to help gather the system logs of previous
boots so that we can try to identify what the problem was, when it was
happening:

  journalctl -b-1 > boot-1.txt
  journalctl -b-2 > boot-2.txt
  journalctl -b-3 > boot-3.txt
  journalctl -b-4 > boot-4.txt
  journalctl -b-5 > boot-5.txt

and then attach the resulting text files to this bug.

I've returned to this package, and I'm seeing enough // TODO markers
that I'm starting to be concerned that this library implements
sufficient functionality to be useful for us. The code that's there
mostly looks good, but there's enough markers for "handle errors" and
"find out .." that I'm wondering if enough of this is useful for the
things we want it for.

I will not provide additional data out of respect for my own privacy of
which machine metal specifications I have.

I will only say that I have a Mesa Intel(R) HD Graphics 530 (SKL GT2)
The current build of Ubuntu with all the latest updates.
A 20-intel.conf file with the following config in /etc/X11/xorg.conf.d/:

  Identifier "Intel Graphics"
  Driver "intel"
EndSection

When Option AccelMethod "uxa" is applied this bug appears to be cured.

This bug with artifacts occurs when Ubuntu Base drivers are upgrading
Mesa from 19.3.3-1 to 20.0.0-1.

After the update from the 20.04 LTS fresh live image from 19.3.3-1ubuntu1 to 
20.0.0-1ubuntu1 mesa
I get serious artifacts on startup when using the intel driver instead of 
modesetting.  These artifacts go away when I enable Option AccelMethod "uxa" 
but persist if the default, "sna" or the other modes are used "none", "off", 
"blt".

These pixels appear throughout the experience of using Ubuntu and
generate in sporadic places.  The font also looks completely broken.
I've never had this issue before with the Intel drivers.  I have Skylake
HD 530.

describing graphics problems. This is not unusual as Oibaf is
unsupported and is known to cause bugs. Please remove that PPA from your

There's a lot of information in that log. One possible reason for this
bug I can see is:
