This can be closed, this turned out to be a permissions problem. I had both Ubuntu and Centos mail servers, ubuntu wants the list files to have a group of "list", and Centos "smartlst". I had them NFS mounted across several servers. It was the different OS's fighting over what GID these files should be that caused the problem. I moved the last CentOS server to Ubuntu, set the group ID's to "list", and now everything is good. It turns out this was the same issue as bug #1871011. I not only stopped the ippusbxd on this bus and port, but also disabled and masked it so that this would stay stopped across reboots. I know a 429 is usually a "too many requests" so my guess is that the API key is exceeding some max limit, and must be shared by all of us using Firefox on Ubuntu. Yes plymouth is racey by design, which may be part of the problem. That race involves waiting for 8 seconds for kernel DRM devices to appear and if they don't appear in that time then they won't be used. Even if other more basic kernel graphics devices do exist (like that used by the BIOS). That issue is most recently being discussed in: https://gitlab.freedesktop.org/plymouth/plymouth/-/issues/103 although the underlying problem is not Nvidia-specific.
