You have not missed anything from my testing.
However please note - This has only been a problem with my Lenovo box and not a
problem with Ubuntu.
The most recent occurence was with Xubuntu Impish daily iso - 20210613.

Our order of operations went as such:
- All packages get updated to latest available Ussuri (16.3.1) for Bionic via
apt-get dist-upgrade
- Stop services (systemctl stop neutron-dhcp-agent; systemctl stop
neutron-metadata-agent; systemctl stop neutron-ovs-cleanup; systemctl stop
It seems this may only present itself if neutron-server, etc are not
upgraded and database migrations (ie. neutron-db-manage) are not run
prior to network nodes being upgraded.
In a juju deployment this means that neutron-api units need to be
upgraded prior to neutron-gateway units.

I've tested an Ubuntu Impish daily image from 2021-06-21 and booted it
in KVM with no network adapter e.g.:
kvm -m 4096 -boot d -nic none -cdrom /srv/new-vms/isos/ubuntu/impish-
desktop-amd64.iso -hda /srv/vms/impish.qcow2
Even though I had no network adapter and connection the 'Where are you?'

Open-vm-tools release 11.3.0 has been released
open-vm-tools 11.3.0 has been released on June 18, 2021 containing:
- a number of bug and Coverity fixes.
- command line tool to control various aspects of the vmwgfx Linux
kernel module (open-vmtools-desktop)

But seeing the version number seems like that I have the exact same
version(40.0-1) installed. So doesn't that mean the patch should be
applied already? But nonetheless I would want to try a candidate fix if
I get one.
And about the bug, I think this is somehow related to dconf database
