Sorted out the issue. I've got systemd to also wait for ufw to load when
starting fail2ban.
Fail2ban issues a many iptables commands in rapid succession and then
it's database of banned IPs is large it takes a considerable amount of

The "upgrade-system" utility makes keeping Ubuntu/Debian systems up-to-
date very easy, but the default settings for "deborphan" result in too

I found a corresponding bug report in Debian, and the extra dependency
has been added in the version available in Ubuntu 21.04, so newer
releases are fixed at least. However, 20.04 is still affected, so I'll
try to prepare a debdeff for a Stable Release Update.
