I hit this in my development environment with no MAAS snap involved: focal LXD container, long lived which then got updates to the various postgresql packages via unattended-upgrades - see https://paste.ubuntu.com/p/VrY4Gv8SyC/ for /var/log/apt/history.log snippet, the last two entries being me trying to get out of the buggy situation. The issue showed up for me when I was running MAAS unit tests against a change I was making. Initially showed as https://paste.ubuntu.com/p/gKT6Mhzd34/ then I tried reinstalling the postgresql-12 package in case there was some re-initalisation that would be triggered.
