Both of the packages in question clearly exist. If steam's deps aren't
pulling them in, that's not ideal.

We reproduced this in eoan, and then went on to also reproduce it in
disco, meaning it's not a regression, and therefor not RC for eoan.
It is, however, really bad UX, and I want to make sure we do this better
for 20.04.

20191012 is the only one where this is expected to work, however for
other hilarious reasons, you need to boot in the live session, upgrade
to ubiquity from eoan-proposed (19.10.20), then run the installer.
This should all be in better shape with tonight's images when we spin
them (expected serial
2.0.7-1 fails to build in the same way on Ubuntu 19.10. I'm assuming
it's either glibc 2.30 (Debian is at 2.29) or linux 5.3 (Debian is at
5.2), with the latter being more likely.
