It happened to me when upgrading intrepid - jaunty.
Workaround:
$ sudo dpkg -i /var/cache/apt/archives/libnspr4tab
$ sudo dpkg -i /var/cache/apt/archives/libnss3tab
$ sudo dpkg --configure -a
--
[jaunty] last update broke some libraries (libnss3-1d, libnspr4-0d)

The locale is set properly to Spanish (in fact, things like time/date formats
