This appears to be a window manager setting. In compiz, you can work-
around this issue by going into the CompizConfig Settings Manager -
General Settings - Focus and Raise Behavior - Focus Prevention Level
- Off. Or, you can add a certain window to the list of exceptions.

When opening the attached CSV file in OpenOffice, X windows crashes and
restarts at the login screen. For the brief moment that the OpenOffice
CSV import dialog is visible, the buttons are mis-styled (wrong
background color and font).
