Alois Dirnaichner, thank you for reporting this and making Ubuntu
better.

Iin order to allow additional upstream mainline kernel developers to examine 
the issue, at your earliest convenience, could you please test the latest 
mainline kernel? Please keep in mind the following:
1) The one to test is in a folder at the very top of the page (not the daily 
folder).
2) The release names are irrelevant.
3) The folder time stamps aren't indicative of when the kernel actually was 
released upstream.
4) Install instructions are available at 
https://wiki.ubuntu.com/Kernel/MainlineBuilds .

If testing on your main install would be inconvenient, one may:
1) Install Ubuntu to a different partition and then test this there.
2) Backup, or clone the primary install.

If the latest kernel did not allow you to test to the issue (ex. you couldn't 
boot into the OS) please make a comment in your report about this, and continue 
to test the next most recent kernel version until you can test to the issue. 
Once you've tested the mainline kernel, please comment on which kernel version 
specifically you tested. If this issue is not reproducible in the mainline 
kernel, please add the following tags by clicking on the yellow circle with a 
black pencil icon, next to the word Tags, located at the bottom of the Bug 
Description:
kernel-fixed-upstream
kernel-fixed-upstream-X.Y-rcZ

Where X, and Y are the first two numbers of the kernel version, and Z is
the release candidate number if it exists.

If the issue is reproducible with the mainline kernel, please add the following 
tags:
kernel-bug-exists-upstream
kernel-bug-exists-upstream-X.Y-rcZ

Please note, an error to install the kernel does not fit the criteria of
kernel-bug-exists-upstream.

Also, you don't need to apport-collect further unless specifically
requested to do so.

In addition, to keep this issue relevant to upstream, please continue to
test the latest mainline kernel as it becomes available.

Lastly, it is most helpful that after testing of the latest mainline
kernel is complete, you mark this report Status Confirmed.

B) To clarify, you removed all of the following kernel parameters:
quiet
splash
vt.handoff=7
acpi_osi=
pci=biosirq

then changed:
gfxmode $linux_gfx_mode

to:

gfxmode text

and then got the bad boot? If so, please provide video evidence starting
from the computer being off all the way to it stopped booting (e.g. take
a video of the computer screen via phone, get logs, etc.). Please note,
stating it was a bad boot isn't helpful given this was already known.

C) To further clarify, does removing the external HDD device (USB?)
impact your ability to boot?

  I've tried Mesa 9.2.2-1 and 10.0.1 on Debian Sid, Lubuntu 13.10, and on
  Lubuntu 14.04. Unfortunately all have issued false colors in games. They
  appear to be ABGR instead of RGBA, thus blue becomes green, red becomes
  alpha etc.
  
  This issue affects sdl2 applications either.
  
  The Mesa version 11.1.2-1 doesn't work either on ubuntu MATE 16.04
  PowerPC.
  
  Mesa 8.0.5-4 and Mesa 9.1.6 have no color problem.
  
  The transitional solution is to install the old Mesa 8.0.X with "Force
  Version" with the Synaptic package manager on new distributions.
  
  In my point of view, the problem is in the source file p_format.h in the
  directory src/gallium/include/pipe/. There is some code for translating
  colors for big-endian machines. The problem is, this code is only for
  the CPU. I mean for LLVMpipe for the CPU. The Radeon graphics cards
  don't need this translating code but IBM pSeries machines without
  graphics cards need this code. This code translates the colors in a
  wrong way for Radeon graphics cards. I removed this code and after
  compiling Mesa again, the colors are displayed correctly. I released
  some unofficial Mesa versions with this patch.

mainline kernel (now 5.3)?

As new kernels are released upstream, please continue to test them.
Otherwise, you risk developers not remaining focused on your problem.

uncut, untarred, and uncompressed log of the failed boot (no
WORKAROUNDs).

axet, thank you for reporting this and helping make Ubuntu better.

In order to allow additional upstream developers to examine the issue, at your 
earliest convenience, could you please test the latest mainline kernel? Please 
keep in mind the following:
1) The one to test is in a folder at the very top of the page (not the daily 
folder).
2) The release names are irrelevant.
3) The folder time stamps aren't indicative of when the kernel actually was 
released upstream.
4) Install instructions are available at 
https://wiki.ubuntu.com/Kernel/MainlineBuilds .

If testing on your main install would be inconvenient, one may:
1) Install Ubuntu to a different partition and then test this there.
2) Backup, or clone the primary install.

If the latest kernel did not allow you to test to the issue (ex. you couldn't 
boot into the OS) please make a comment in your report about this, and continue 
to test the next most recent kernel version until you can test to the issue. 
Once you've tested the mainline kernel, please comment on which kernel version 
specifically you tested. If this issue is not reproducible in the mainline 
kernel, please add the following tags by clicking on the yellow circle with a 
black pencil icon, next to the word Tags, located at the bottom of the Bug 
Description:
kernel-fixed-upstream
kernel-fixed-upstream-X.Y-rcZ

Where X, and Y are the first two numbers of the kernel version, and Z is
the release candidate number if it exists.

If the issue is reproducible with the mainline kernel, please add the following

Please note, an error to install the kernel does not fit the criteria of

the device is rate limited in firmware intentionally. Hence, while it is
technically possible to override this from a firmware perspective (i.e.
Acer+Broadcom would release a firmware update), from a linux project

said firmware rate limiting as it stands today would need to be done
upstream.

this cannot be processed automatically.

FrankStefani, given the scope of this closed report was fixed in Ubuntu
10.10 (i.e. pre-dating your usage of 12.04), it had and has nothing to
do with your problem.

However, regarding the problem you are experiencing, it is most helpful if you 
use the computer the problem is reproducible with and file a new report by 
running the following from a terminal:
ubuntu-bug cups
