I have this problem too. Adding wifi.scan-rand-mac-address=no to
NetworkManager.conf does resolve it.
A relevant question: Why does this only affect usb wifi dongles? My
internal iwl3945 chip was/is not affected. How does Network Manager
treat pci and usb devices differently?

The two adapters you've listed are both using the rtl8192cu driver that
is bug #1666421 , this is a possible duplicate.

1.23 and tracking 1.27 for Stretch, which will be after Xenial.

I have a box that does the same, only more detail; [A] It was doing copies when
you initiated a move for .desktop files., only the .desktop extension was

improved/decreased my proc usage on my zoneminder install.
