This used to happen to me while running Ubuntu MATE 16.04 Beta 2.
I killed the process, it respawned and resumed eating one of my cores.
I killed it again, it respawned again.
I forgot to kill it, and it somehow ran for a while, then stopped. Haven't seen
that happen in a while now.

I switch panels kind of fast and something often crashes on me.
Actions I've taken to get to this point:
- Customized default layout to my taste.
- Switched to Pantheon Layout to check it out
- Switched back to my default layout.
Now plank wasn't automatically disabled so
Oh, that might be a mistake on my part. There was so many crashes that
I've probably bundled them all together when posting upstream. Sorry but

chance in desktop fonts. Furthermore the changes in font do not persist

Try this using the standard panel layout.
In a VM, impossible to scale the top panel below 24px while the bottom panel
scales just fine.
This appears to be due to the menu bar applet (with Application Places System)
