Not a solution, but at least a short-term solution.
I edited /etc/cups/cupsd.conf and commented out the following lines:
AuthType Default
Require user @SYSTEM
And it worked!

Public bug reported:
I have a freshly installed Ubuntu 20.04.1 on my Lenovo ThinkPad X1 (8th
gen). Whenever I go to http://localhost:631. I click on "Add Printer"
and the status bar indicates that the page is loading. Nothing else
happens. I'm stuck.
ProblemType: Bug
DistroRelease: Ubuntu 20.04
Public bug reported:
Whenever I plug an external monitor (Dell P2720DC) on my ThinkPad X1
(8th gen.) with Ubuntu 20.04, it is not directly recognized. I need to
reboot the system so that it can find the monitor. Here is an extract of
dmesg:
[87389.923632] usb 1-5: new high-speed USB device
A bit more explanation can be found here: https://didrocks.fr/2018/01/23

However, I am extremely disappointed. Ubuntu addresses general public,
not only nerds who don't make use of desktop icons.

The applet suddenly crashes when I save sensor preferences different to the
default ones. To repeat the bug:
1. Add to GNOME Panel, "Hardware Sensors Monitor" applet
2. Right-click on it, open "Preferences" then hit "Sensors"
3. Tick or untick sensors (for now, no problem)
Related to bug #1494546, this package of thinkfan is completely unusable
on my ThinkPad X1. I suggest to change the official repository version
and either upgrade, either downgrade.

Public bug reported:
This bug has been noticed due to bug #1494546 [1] occurring on a
ThinkPad X1 with Ubuntu Xenial. I have installed the thinkfan package
from the official Ubuntu Xenial repositories. APT package manager
clearly shows:
$ apt-cache policy thinkfan
thinkfan:
Installed: 0.9.2-1
I have solved this problem by installing the newest rewritten version of
Thinkfan [1]. It should be included in the official repositories for
Ubuntu Xenial.
