On 16.04, same problem but not on recent fresh install.

I solved it removing the file ~/.local/share/applications/chromium-
browser.desktop

then it takes the desktop file from /usr/share which is good.

in ubuntu 12.10 by default scanbuttond service is running as saned user 
(/etc/default/scanbuttond)
a quick workaround is to add saned to scanner group :
 sudo adduser saned scanner
and restart the service.

but I don't know if it is the preferred solution.
