Since[1] lightdm (1.1.2-0ubuntu3), accountsservice (0.6.15-2ubuntu5),
gnome-settings-daemon (3.2.2-0ubuntu16), unity-greeter (0.2.1-0ubuntu1).
It loads user's keyboard system layout, not from the system wide
settings.
