OK, I've found some weird stuff w/ this problem. So I log in, and see that the time-zone changes. I go ahead and change it back to America/Chicago. If I log out, and press Ctrl-Alt-F1 to go to a console and type in date, it shows me CDT as it should (so the problem doesn't happen on logging out,

I disagree that this is an invalid bug. I have a dual-boot system and it worked perfectly fine on the Windows side (no static), and it also worked in Ubuntu 9.04 (the problem only started when I upgraded to 9.10). If it was a purely hardware issue then that behavior shouldn't be happening
