against libssl3, because there is some SSL code buried in some plugins
which hasn't been update. ALso, the patched package also FTBFS against
libssl1.1 as the test suite fails on main.ssl_deprecated_tls_versions.

-proposed (test on canonistack, s390x, adding the PPA to APT sources).

Here's a debdiff to enable OpenSSL support for the current 24.1 version,
backporting an upstream patchset.
Note that the 24.2, which includes these patches, is scheduled for a
mid-december release.

My guess is that the issue was with a build-dep of ovn that has been
fixed in jammy somehow, and that as you suspect we're now just seeing
transient build failures. Retried both s390x and ppc64el, I'll keep you
informed :)

I also have the same issue here. Additional information I can offer is
that I already has a weird situation when upgrading to 21.04, something
of the usrmerge went wrong and I ended up not having a working ld. Not
sure this is related, anyway.

I believe it's because GCC 10 is included in the builder chroots for
impish, but not for jammy. You can see gcc-10 being upgraded in the logs
for the impish build.

That is correct, the installation order needs to be ceph-base first then
ceph-osd.
When Juju puts both a ceph-fs and a ceph-osd unit on the same machine,
it sometimes bring in the ceph-base first causing problems further down
the road.
