It was disabled due to bug 1421443.

Now with Xubuntu 19.10 and the switch to xfce4-screensaver it may be
possible to enable it again. Note that this new change only disables the
lock setting, and not the autostart entry.

[Bug 1778695] Re: ristretto ignores cr2 files

Due to a now fixed bug in libmagic [1] the file is identified as TIFF
image data in 18.10, and therefore Ristretto is allowed to load it. An
exception [2] was added to the Ristretto code.

Went back to 18.10 and installed libmagic1 from bionic and disco. Both
these versions break the loading of the example CR2 file.

My suggestion would be to test with Xubuntu 19.04 Beta.

The window manager is not responsible for display configuration,
xfce4-settings is (and it relies on RandR). Maybe Xorg and/or the nvidia
driver is to blame for the changed behavior.
