The lock file did exist.
I ran

cp /etc/gshadow ~/
rm /etc/gshadow*
apt-get install -f

This fixed the problem

The lock file did exist.
I ran

[Bug 518873] Re: gnome-panel fails to start when desktop loads

I second this problem. I have 2 different machines that boot and 3 times
out of 4 will fail to load any icon on the top or bottom panel. I
happened to have a terminal launcher on the desktop, so I haven't tried
the alt F2 trick. Running a killall gnome-panel brings everything up.

I also have a friend who claims that when he boots his menu is missing,
then he unplugs his network cord and reboots and it bots correctly. I'm
not sure how reliable this report is, but it maybe a place to start.

I check syslogs dmesg etc and I see nothing interesting.
What information would you like from my laptop, or desktop that may help?
lspci, lsusb, syslogs? request it and I'll send it.

This bug has been a thorn for years. All my attempts to get it fixed
have failed. I feel like I'm trying to improve an M$ product.

Anyway, I have solved this problem, but it takes some work. You have to
download, edit, build, and reinstall the exchange connector.

Step 1 download source
cd to your home folder and run
apt-get source evolution-data-server

Step 2 edit source file
evolution-data-server-2.24.3/servers/exchange/lib/e2k-autoconfig.c
find line 479 it should read } else if (strstr (location, /owalogon.asp) ||
Insert a new line and type
   strstr (location, 
/cookieauth.dll) ||

after you are done make sure lines 479 480 and 481 look like

} else if (strstr (location, /owalogon.asp) ||
   strstr (location, /cookieauth.dll) ||
   strstr (location, /CookieAuth.dll)) {

Step 3 build
cd to evolution-data-server-2.24.3
debchange -i fix cookieauth case
sudo apt-get build-dep evolution-data-server
dpkg-buildpackage

Step 4 Reinstall
cd to home folder and run
evolution --force-shutdown
dpkg -i *.deb

rerun the exchange setup and you should be good to go

This is a problem because of windows' inconsistent use of case
CookieAuth.dll != cookieauth.dll

If this worked please let me know by running

This is still a problem. When I connect to a 2003 exchange server the
URL is:

https://webmail.state.nm.us/cookieauth.dll?GetLogon?url=%2Fexchange%
2Freason=0/

Note the cookieauth.dll. Evolution expects CookieAuth.dll and since
windows is case insensitive, it would be nice if the exchange plugin
would work regardless of case in the URL.

[Bug 159537] Evolution exchange w/ISA

Binary package hint: evolution-exchange

Evolution 2.12.0
The exchange connector supports exchange servers that lie behind an MS ISA 
firewall, however, evolution is waiting for a URL containing CookieAuth.dll. My 
corp OWA shoots out cookieauth.dll. 

Suggestion:
Exchange connector should ignore case on OWA urls.
