Any update on this? I am using Ubuntu 19.10 on my XPS 15 9560 and I am
facing this behavior, however, I am not using the signed kernel package,
I believe it applies to the mainline as well.

I have just enabled proposed and upgraded to gnome-shell-extension-ubuntu-dock 
(63ubuntu1.18.10.2).
The issue seems to be solved, but I believe it will need more time for testing. 

I cannot believe such a high-severity bug has been around since early
May, 2018, on both 18.04 LTS and 18.10. Shame on you Canonical!!

Add or delete any character in the Network Name field, and the button
won't be dimmed anymore.

Guys, any updates about when this problem is getting solved? If the
assigned developer is stupid, doesn't have the required skills to solve
it or is lazy enough not to solve it, I guess this needs to be escalated
to canonical so that a smarter, more skilled or more active developer
can work on it to get it solved as soon as possible as it highly affects
user experience especially to new users moving from Windows.

@Dmitry: I never claimed that I'm a skilled Linux developer, you don't
have the right to tell me to Shut up, I'm sure even Microsoft -
although I'm a Linux user - listens to people higher than your level and
that's what made them gain the highest profits, what I'm doing is called
Marketing - if you know what that means - and I'm doing my best to
promote Ubuntu and gather as much supporters as I can because I believe
it's a much better product than MS Windows, but just lacks proper
marketing.

This is a very stupid bug the highly affects the user experience,

it has to be solved by another one.

screenshot) when connecting to a Windows Xp Ad-Hoc network:

- I get connected very well and everything runs smoothly but the network 
manager applet 99% of the time displays zero strength signal even if I'm 0 
meters away from the Windows Xp machine.
- Sometimes the signal indicator is rises to an approximately correct strength 
for 2-3 seconds and then returns back to zero, but the connection experience 
isn't interrupted at all (browsing, chatting, download ...etc).

The above behavior happens always with me when using the ath5k driver
when compiled on Hardy or when using the default one on Jaunty on two
different laptops (Thinkpad T60 and Acer Aspire One ZG5). The Atheros
card on the Thinkpad is Atheros Communications Inc. AR5212 802.11abg NIC
(rev 01), but I don't know the model of the card on the Acer one.

Please note that the above behavior didn't occur while using ndiswrapper
or madwifi on the same machines (although ath5k is much better in nearly
all aspects)

I'm using Network Manager 0.7.1 from the PPA for Hardy (8.04) and the
latest ath5k from linuxwireless.org (compiled by me) while using all
default packages on Jaunty (no PPAs or anything), and all packages are
up to date.

Both connecting and creating Ad-hoc networks don't work. I've also tried
wicd and it didn't do it, seems the problem with NetworkManager, but I'm not
the expert; I'm just reporting something that doesn't work with me.

You know, even though I LOVE Ubuntu! I'm always advertising for it
everywhere and I even bought the T-shirt and keyring to support it,
BUT IT'S A TOTAL FAILURE FOR LAPTOPS, Who can believe this awful
bluetooth support and for this sooo long time??? It even
didn't exist in older versions. This is the most stupid bug I've ever
seen in any Linux distro.

Confirmed, I only have issue no.1; I get the Sending Failed message when
trying to send any files from my Nokia e61 mobile phone.

It's really a shame that an OS mainly directed towards Desktops and
Laptops has such a major problem related to a major component in laptops
(Bluetooth Adapter), this problem is here for months and it wasn't in
older versions of Ubuntu, I'm a big fan of Ubuntu, and I can't show its
bluetooth support to my friends and colleagues this way! I'm going to
report this to Canonical if it's not solved, shame on you bluetooth
developers (bluez-utils) :-(

Couldn't find the update COLIN was talking about above, but replaced the
bluez-utils from debian sid as Ajo said and EVERYTHING WORKED LIKE A
CHARM! Now I can do everything using my Nokia e61; sending, receiving
