I've found in my computer the same problem after a clean install of Kubuntu 8.04 and add the Scim/Skim stuff for being able to write down Chinese. I'm able to write down Chinese with Skim en kde/gtk applications, but not accented characters of my Spanish locale in kde applications (can do it in
