3 months open and no closer to a fix :( I tried downgrading mutter
also but still seeing the issue.

I'm having the same issue on a Dell Latitude D620. Nothing I've tried
seems to bring the screen back short of a stand-by or a full reboot.
Unfortunately I don't see an option in the BIOS to disable the screen-
