  * Seems to be DSDT related (see below)
  * The module toshiba_acpi can't be loaded (No such device)
  
  What has been unsuccessfully tried
  
  
  * Adding acpi.power_nocheck=1 to boot options doesn't work anymore since 
10.04
  * Adding quiet acpi_osi=\Linux\ to boot options doesn't work anymore 
since 10.04
  
  What has been successfully tried

  * Recompiling the DSDT table (after correcting some errors) and
  recompiling the kernel including it solves the problem partially (the
  fan doesn't start on some computer boots but works fine when it does)

I can confirm this bug still exists in Ubuntu 10.10 (and 10.04).

I have a Toshiba U500-119 and the issue mainly comes from a buggy DSDT
table. Vendors are totally unable to compile their DSDT table correctly
for non-Windows OS.

After fixing errors in my DSDT table and recompiling it (then include it
in my kernel...) I could use my laptop in normal conditions with a
working fan.

Please find my DSDT table in attachment, What I needed to do was
replacing L0r by And in PowerResource methods. There are still some
warnings but I don't know how to fix them.

The workaround was found here and can be applied to any buggy DSDT tables :

This bug is extremely severe, it was kicked in 2009 and is still not
solved, even if it applies to many laptops.

I've had the same problem after using the Repair broken package option from 
the restore console. 
This command saved me and restored my Gnome environment like it should be :

$ sudo rm -rv ~/.gconf/

Then you'll need re-apply your Gnome theme and Compiz, if you made any
modification to the default conf.
