This is still an issue in Ubuntu 20.04.
I changed it manually:

Settings > Language and Region > Manage Installed Languages
Install/remove languages
choose: other (it only shows a small list at first), and check "Dutch".

Afterwards, go to tab "Regional Formats". Here, you'll see "Deutsch" as a 
display language for numbers, dates and currencies.
Now you can select "Nederlands (Belgiƫ)".

Press "Apply system-wide". After logging it again, it should be
"solved".

This is happening to me since I replaced my previous graphics card with a 
Radeon HD 6870. I'm using the latest drivers found on the AMD website.
Operating system: Ubuntu 11.10 64bit, clean system (fresly installed) with 
latest updates.

When switching between users, the screen goes blank, and a hard reset is
required.

There is a problem with writing CDs with e.g. GnomeBaker when multiple users 
are logged in at the same time:
How to reproduce:

1. make sure more than one user is logged in (with fast user switching)
2. Insert a blank CD in your CD writer
3. Use GnomeBaker to write data to the CD
4. When finished, GnomeBaker will try to reload the CD (eject, and load again)

This will cause an error, because the CD is also mounted by the other user, and 
so the other user will need to unmount it (as described in the error message).
Most of the time, you won't even be able to eject the CD with the user that 
inserted the CD. You will need to login with the other user in order to eject 
the disk.

Also, this happens with the default burning software that is included in
Ubuntu too.

I'm using an up to date version of Ubuntu 9.10.
Sorry for not giving the exact error message. I will reproduce this myself and 
post the error message here.

Pressing 'Esc' does not help.

I have logged into a terminal (CTRL+ALT+F1), and switched to this
terminal when shutting down. These are the last two lines I saw:

The system is going down for halt NOW!
init: ureadahead main process (266) terminated with status 5

After that, only a hard reset works.

I will try it without 'splash' later on today.

This time I waited a bit longer, used firefox and other programs.
Also, I logged in to a terminal again.

After pressing shut down, I quickly switched to the terminal.
This is what I got:

The system is going down for halt NOW!

modem-manager: caught signal 15, shutting down
init: disconnected from system bus
Checking for running unattended-upgrades: Asking all remaining processes to 
terminate...
* all processes ended within 2 seconds [OK]

* unmounting weak filesystems [OK]
* will now halt

This is where it ends. The cursor keeps blinking. No keyboard input is
accepted at that time, so the only option is a hard reset.

I'm using Ubuntu's Release Candidate of 10.04 Lucid Lynx on my Acer TravelMate 
4001WLMi. I update daily.
When shutting down, it looks like it gets stuck in a loop, displaying the 
Plymouth shutdown page (with the 
5 dots with the changing color).

The hard drive stops spinning, so I guess it gets stuck completely at
the end. At that point, it's no longer possible to switch to a terminal,
as the laptop is not responding to key strokes anymore.

I have to force the shutdown, or else the laptop will keep showing the
shutdown page.

I'm having the same problem here with my Acer Travelmate 4001WLMi.
the command acpi doesn't have any output at all, so for some reason the 
battery is not recognised.

In the attachment you can see the Gnome Power Manger icon that is shown,
with Computer is running on AC power tooltip. Normally a different
icon is shown.
