I installed driver version 460.39 and encountered what I assume is the
same bug, the only usable scaling was 100% and 200% with the other
fractional scaling options 'zoomed' in slightly so the right-hand side
of the desktop was cut-off.
I did however find a workaround on AU
As others have suggested this is a snap app issue with /tmp dirs and can
be verified with:

You would need to use "pkill -9 deluge-gtk" to terminate a non-responding
process.
Without that 9 signal the kill command defaults to SIGTERM which is the same as
trying to close the window, i.e. asking for a graceful terminate.

I don't think this is quite fixed.
I have my laptop display set to 2048x1152 and it connects fine to an
external monitor via thunderbolt running the full 2560x1440 resolution
but when disconnecting the display would reset to default 2560x1440
resolution with 200% scaling.
After reading this bug
The workaround that worked for me from the pulseaudio #832 bug:
mv ~/.config/pulse/ ~/.config/pulse.old
systemctl --user restart pulseaudio

This issue was definitely fixed so you there is likely something else
going on with your system. Here are some suggestions:
Check all updates are installed? Try proposed updates?
Is this with mouse or trackpad?
Have you checked what gsettings is reporting?

Feel a bit silly, I just realised that a year ago I had created an event
script to disable the touchpad in tablet mode due to thinkpad acpi
driver bug. However I used the event number instead of a unique symlink
and with kernel updates the event number remapped to the touchscreen and
thus disabled
I am not sure what is going on but after restarting the bug has returned
on 4.15.0-33 and remains on 4.15.0-34

It's due to libtorrent updating m4/ax_boost_python in v1.0.8.
Running configure with python3.2-dbg errors as per OP trace:
./configure PYTHON=/usr/bin/python3.2-dbg --enable-python-binding
--with-boost-python=boost_python-py32
These however work fine:
./configure PYTHON=/usr/bin/python3.2
That is a warning nor an error. And you will normally get when first
starting deluge-web without any existing config files, it will be
created upon shutdown and you will not see it again.

I am a bit perplexed as to why this issue and patch is getting so much
attention when has no bearing on end users. The entire 1.3.12 release
has many more important fixes that directly affect users so if anything
that should be where effort is concentrated for Vivid and even Trusty.

be able to handle and workaround this bug otherwise it will break with
all Deluge versions below 1.3.12 on other platforms so patching 1.3.11
in Vivid is not a good solution. Also of note Vivid is EOL in January
2016.

In 12.04 I used to have Shift + Ctrl + Esc as a custom shortcut to
suspend my machine, upon upgrading I have found that any combination use
Esc key will not run the command. It appears to be a regression from
13.10 as another user is reporting the same issue in askubuntu:

It might be worth testing with latest versions of 0.16. There is a PPA
that contains up to date versions of 0.16 here:

If you are using 12.04 then it is highly recommended to upgrade to 0.16

deluge-gtk
For Deluge we use the stock add icon and have custom text of Add
Torrent but now it's just Add, Pause All becomes Pause etc. so it
is an issue and it is breaking with the convention that you can specify
custom labels with stock icons in a GTK application.
