Just did a fresh install of 16.04, added network-manager-openvpn, 
network-manager-openvpn-gnome, 
network-manager-pptp, 
network-manager-vpnc

then I was able to import my vpn configuration files via an import
script from my vpn provider, reboot (since "service networking restart"
no longer works), and connected to my vpn.  confirmation through
https://ipleak.net/ and https://www.dnsleaktest.com/ shows no other DNS
than my provider.

This bug appears to be resolved. (to me.)

Hope this helps but I am seeing this issue with accessing password
protected windows shares as well.  I looked on ubuntuforums and found a
thread where it is discussed also.
