Mark, Looks like you're correct, removing libvirt-qemu from the libvirt group seems to allow things to work. I also removed the policy from /etc/dbus-1/system.d/ and things kept working after a reboot. Still testing if anything about the system is not working, but seems just adding libvirtdbus to the libvirt group is enough to resolve the access issue. My apologies. I am posting to comment that not only has this bug carried through to 10.10, it has now continued into the 11.04 base. I reinstalled Ubuntu 11.04 four times on one system and the issue occurred every time.
