I just changed the privileges in /usr/share/polkit-1/actions/org.gnome.gconf.defaults.policy - com.ubuntu.systemservice.setproxy as well as /usr/share/polkit-1/actions/org.gnome.gconf.defaults.policy - org.gnome.gconf.defaults.set-system to not have to enter the password several times a day to change the proxy (home - university - work). I installed all available updates yesterday on a Dell C400 and the initial bug is solved.
