When attempting to invoke rubber to compile a LaTeX document, I get the
following error message:

Traceback (most recent call last):
  File "/usr/bin/rubber", line 5, in <module>
    from rubber.cmdline import Build, Clean
ImportError: cannot import name Build

A simple 'from rubber import cmdline' works with python2.7, but
dir(cmdline) doesn't include either Build or Clean.

This error only started to occur after upgrading to xenial, and I have
rubber 1.4-2 installed.
