Jumping in to confirm that I, too, am experiencing this with my Yahoo IMAP accounts on Evolution 3.28.5-0ubuntu0.18.04.2 running on Linux Mint 19.1. I love using Evolution when working on my Linux workstation, and I hope it can be fixed. Google accounts still work normally.
