I have the same probem with my Dell E6520 that is running a fresh install of 
the 13.04 Ubuntu release.
After doing suspend / resume on my computer most of the time I need to reboot 
it.
Don't know what's wrong and how I can diagnose the problem.
I tried to see something using the top command.
There is no process that consumes CPU, but the laptop is slow.
It's like everything is done at a lower rate.
Is there some tool that can help me to display the frequency of the CPU, or ...

I found that it can be linked to the power management of the wireless card.
I read thist article

 and did what is recommended.
Now the Power Management is off for wlan0 and it's working better. I can get 
the wireless connection when I am running with my battery.
Is it normal?

When I am using dual screens and I have an application running on the second 
display, if a dialog window is openned but not on the right display, it opens 
on the first one.
Could there be something to stick dialog windows on the same display as their 
parent window?

I am running the latest Ubuntu 12.04 on a Dell E6520.
My problem is that, most of the time when I start or resume my laptop without 
having connected the AC power cable before, I am not able to connect to my wifi 
network.
If I just suspend my laptop, connect the AC power and resume, then the wifi 
connection gets ok in 2 seconds.
I would like to be able to use my laptop without AC power.

I am sure that there is nothing to see with my battery. It's a new
laptop.

Is it linked to the current power saving strategy that I am using? I modified 
nothing. So I think I am using the default ones.
I am using Precise Pangolin since it's beta1. Is there some defaults that are 
wrong?

Can you please first upgrade whoopsie to 0.1.20 or later. Then please edit 
/etc/init/whoopsie.conf as root (sudo gedit /etc/init/whoopsie.conf) and just 
below the line that reads env CRASH_DB_URL=https://daisy.ubuntu.com, put env 
G_SLICE=always-malloc. So the file then looks like this:
...
env CRASH_DB_URL=https://daisy.ubuntu.com
env G_SLICE=always-malloc
...

Then run `sudo restart whoopsie`, and report back here on whether that
stops the crash in whoopsie from happening. The dialog that appears will
say Ubuntu has encountered an internal error, but if you hit Show
Details, the Package will be whoopsie.

To be clear, you may get crashes that say Ubuntu has encountered an
internal error, but we're only concerned about ones for the whoopsie
package in this bug report.

Now I am using java 1.7.0_03 and it's the same.
When I stop SmartSVN, compiz decorator crashes.

I had also a compiz decorator crash when I hit F11 while viewing a photo
with Shotwell
