Really? I open a bug report over two years ago, which only recently gets
tractions and now it's being closed because the kernel used is no longer
supported?! I get that Ubuntu is opensource software, but still is still
disappointing.
Anyhow, I've created a new bug report:
Public bug reported:
SR-IOV does not work since Ubuntu Server 18.04.2 LTS, once the HWE
kernel (4.18.0-15 generic x86_64)) has been installed on that version.
Please also see ticket: https://bugs.launchpad.net/ubuntu/+source/linux-
hwe/+bug/1818400
This bug report was created for Ubuntu 20.04.02
To answer Po-Hsu Lin's question, yes the bug exists in new Ubuntu
version (e.g. 20.04) and corresponding kernels.
How do we solve this? I raised this bug over two years ago, but it does
not seem to get any developer attention.

The OpenCV 2.0 packages in Lucid don't contain the new python API. it
can be enabled by enabling BUILD_NEW_PYTHON_SUPPORT with cmake. This
will result in a new cv.so file in the python modules directory
(opencv/* is the old swig based python driver).

Isn't there any smart person who can give a hint what is causing this?
I'm quite starting to mis audio functionality with Ubuntu, since
switching to OSS doesn't fix all problems. For example flash audio
playback isn't working, causing many flash movies/apps to hang.

This bug report is about the 1.0 release.
Using libswscale-dev maybe can help, I didn't find out about that

But for now my packages run fine, and no debian or ubuntu people are
reacting to the bug reports.

I'm a little bit worried, 2 months later now and there has been no
workaround or fix. OpenCV is almost unusable now with Ubuntu Jaunty, one
big reason why not to upgrade. Why is the importance low if this video
functionality isn't working for anyone? Not everyone using Ubuntu is
able to compile
