UPDATE:
even after disconnection of the front audio panel, the issue still happens once
in a blue moon:
Left pulseaudio in debug mode for several days after fix:

I can confirm that labels appeared after gsettings set
org.gnome.desktop.input-sources sources [('xkb','us'),('xkb','ru')], however
they are not binded to active keyboard layout.
