As per Timo's hint, I reverted back to nvidia-graphics-drivers-304 from
the repos and am not experiencing this issue anymore. Of course, it
would be desirable to have working 319 drivers, to get all the
performance fixes crucial to OpenGL applications etc.

Bugs,
If after the call the decoration has crashed and I run unity --reset it
reappears indeed. However, after the next call it will crash again, so
this is no permanent solution.
I'll record a video next time: pictures or it didn't happen, eh?

Update manager displays a launcher progress bar for regular updates. For
other kinds of updates, such as a partial upgrade or distribution
upgrades, this is not the case.
