On my ThinkPad T580, I have the same issue. Two-finger scrolling no long works 
after suspend.
The problems started after the upgrade to kernel: 
5.0.0-31-generic #33~18.04.1-Ubuntu SMP Tue Oct 1 10:20:39 UTC 2019 x86_64 
x86_64 x86_64 GNU/Linux

I confirm this behaviour with firefox on my laptop:
DELL Latitude D830
Intel T7100 @ 1.8GHz
2GB RAM
Hardy (all updates until April 5)

FF3 Beta 4, did not have this issue.  It started on April 5, after the
update to Beta 5.

[Bug 107115] Re: log out or switch user results in crash

I have a similar problem on Gutsy and only a hard computer restart
helps.  I get a black screen when either switching users or logging out!
I thought this was due to CompizFusion, but even with CompizFusion
disabled I get the black screen.
