Here's the output of journalctl -b -0

One thing to note though is that I found a workaround. When the screen
freezes I can used shift+tab to enter somekind of console and then
shift+tab back to the splash screen. Then it recognizes the additional
displays and I can enter the unlock code to the input bar again.

I use ThinkPad T480 and I'm not sure if this particular instance uses
the Intel Corporation UHD Graphics 620 or GeForce MX150. The laptop is
connected to a Docking station. Docking station is "hinkPad Ultra
Docking Station" type 40AJ(or 4OAJ).

As this bug happens before I can get the drive unencrypted, is anything
written to logs?

I'm not sure what package handles it as my researching skills are
lacking.

I have Ubuntu 19.10 installed with full drive encryption and when I boot
up my laptop it asks for the unencryption key. If I power on my
additional displays during that screen the keyboard doesn't input
anything to the unencryption key field anymore. The keyboard works
otherwise and I can ctrl+alt+del to reboot. Works normally if the
displays are on from the start and not powered on during the
unencryption screen.

I was able to reproduce this.

If I have terminal(doesn't matter if terminator or the one that comes
with ubuntu) on and mouse pointer on the terminal while typing, it
triggers the screen with the pointer to go black for a short time with
the external monitors.

It doesn't seem to happen when the pointer is in another monitor while
typing to terminal without the pointer.

I have EliteBook Folio 1040 ( kernel 4.10.0-40-generic ) and this is
happening when connected to multiple external monitors. Otherwise it
works fine but the screen which I am currently working on goes blank and
comes back after few seconds. I tried using only one external monitor
and it happened again.

This problem didn't exist with my old laptop but the fresh 16.04 install
in the new laptop is misbehaving.

No problems with just the laptop's own screen.
