I had the same problem.
The issue was an outdated locally installed version of python3.
# which python3
/usr/local/bin/python3
Removed and solved!

Same problem on Hardy.
Setting up xulrunner-1.9.2 (1.9.2.6+nobinonly-0ubuntu0.8.04.1) ...
