According to AHCI spec v1.3.1, "7.3 Native Hot Plug Support", once LPM
is enabled the hotplug needs to be disabled.
So I agree with 2), I think we should write document and let users know
how to change the LPM for hotplugging detection.
For 3) I don't think we need to change the way it works,
Please let the system suspend/resume, then attach dmesg here.

Please find the input device node via sysfs and enable the wakeup.
For instance, on my laptop I can do this to enable wakeup:
