[Bug 1977628] [NEW] 2 USB ports have stopped working

Public bug reported:

My Thinkpad X13 has 1 USB-C port that is usually used by the battery
charger, and 2 USB ports.

Sometime in the past 2-4 weeks, the 2 USB ports have stopped working.
Nothing I plug into them causes any change in the output of `usb-
devices`.

It isn't a hardware fault because both ports are impacted, and one of
them is seldom used.

I am still able to use the USB-C port for data transfer.

I reported #1959340, and to clarify, what I see _could_ be characterized
as flickering. I called it "snow" in my report to compare it to the
reception from a TV with a terrestrial antenna. Each pixel on the screen
seems to get constantly changing rgb values.

One thing I've noticed is that the right side of my 16:9 gets _lines_
with constantly changing rgb values.

I can catch it on video if that's helpful.

pixels across the whole screen. The only way to stop it seems to be to
hard-reset my laptop.
