Been facing this issue for a while myself. I have Ubuntu and Windows on two different hdds and used bit repair to make sure Grub was setup well. Seems odd to me that this bug is a low priority. The results are pretty poor UX. I suspect this issue cropped up after upgrading to libc 2.12.1-0ubuntu10.2 which is a dependency of nm. I have been unable to downgrade as synaptic would remove other several other packages and break my installation. Freeing up some memory and running sudo ifconfig eth0 down sudo ifconfig eth0 up worked for me. Before freeing up memory, I had about 1GB of free memory though.
