Hardy and Dapper are affected but Hardy has a backport now from Intrepid so
this is fixed for Hardy
What we need to confirm is if the bug is in dapper since it has an older

It's an issue we are discussing with upstream to remove the php-cgi
default configuration
in case we can't remove the default configuration we'll add php-cgi as a
dependency thing I don't like to add.
As a quick fix remove the php information source in the admin interface

the guide talks about restarting the server with :
sudo /etc/init.d/postgresql-8.3 restart
that's because you can have installed on the same machine
postgresql8.3 and postgresql8.2
you need to start your server with
/etc/init.d/postgresql-8.3 start

Well I did the install on a fresh installed hardy server only selected
openssh at the tasksel postgresql installed fine and started fine
this packages got installed
this came when I did a :
sudo apt-get install postgresql
libpq5 libxml2 openssl openssl-blacklist postgresql postgresql-8.3
