In Precise 12.04, the first step to activate bounce keys is Click the
icon at the very right of the menu bar and select System Settings
referring to the Ubuntu button which instead has been included in the
launcher since Maverick 11.10.

No, I didn't intended that solution. What I actually thought about was
Open guiSystem Settings/gui as in Open guiUniversal
Access/gui. I'm well aware of the fact that is more generical than
the previous form but at least it is correct also in Unity, that is the
default.

I don't want to be fussy but in my honest opinion suggesting a wrong
direction to follow isn't walking people through something. In
addition, if GNOME help is wrong, it doesn't mean that we must be too.
