I updated the bios and retried the update onto 20.04 and it seems to be
ok now... Not 100% sure its related, but it seems to be working fine
now, with and without the cable

I can confirm that I tried updating to 20.04 and had this issue. Also Dell
device.
I tried enabling the secure boot, also tried with and without power cable, and
the issue persists.
