I think this is more of an symptom of the cache being located on an NVMe
drive which are notorious for causing power problems. I'm closing this
until I can validate on a non-NVMe drive.

Installed Xenial 16.04 via debootstrap so I couldhave a zfs root/boot
and somehow hit this problem and couldn't figure it out right away. The
ssh error message should have a clearer way of deciphering the problem
but ssh-add did fix it. Shouldn't this problem be avoided in the ssh-
keygen

I hit this problem on a stock install of 14.04, only installed MAAS and
libvirt-bin + dist-upgrade. When I ran your debug commands (@22)
libvirt-bin failed to crash but when I start the process it still fails,
here's the only log output I see below:
