Fast forward to End of October 2018 and this is STILL an issue.

This is really a 20 minute job so it is simply inconceivable that Ubuntu
would stoop so low. This is A HIGHLY USED APPLICATION! Don't you forget
that 18.04 is an LTS, that is supposedly more stable. It is simply
DISGUSTING what happened to 18.04.

Normally I would agree with you, but there is also the fact that they
actually told you to do this on their website. I actually did this long
ago (relatively) and didn't know the repercussions. Isn't it possible to
remove any existing diversion during upgrade?

Same thing happens to me on pretty much all the screens. On the
Installation type I had to go back then forward. On the time zone
selection screen I had to select first a different time zone then change
it back to my timezone, but even then the button did become enabled, but
it said Connect instead of Continue, but it does move on to the next
screen.

I used the DVD I downloaded via torrent from releases.ubuntu.com. It was
the 14.04.1 (Trusty Tahr).

This is a major bug that pushes away new users.
