But the "install over ubuntu 16.04" option shouldn't really be
available, since there's no way it can result in a booting system in
this case.

I pulled some patches from archlinux and droped the installation of
/lib/udev/rules.d/90-hal.rules
https://launchpad.net/~mjblenner/+archive/ppa-hal
It works for me in the only purpose I care about (some DRM'ed flash
video).
(it also fixes this bug)

hald can't be started in 13.04
To manage
Hal scans both /usr/share/hal and /etc/hal. But if the right
directories in /etc/hal don't exist it errors out. Adding the symlink
means that all the config stuff in /usr/share/hal gets scanned twice.
(and now I know way too much about code that been deprecated for 4
years...)

Looking around a bit, archlinux look like they have a patch to pull the
events directly from udev. It's hal-libudev-events.patch in here:
