I'm not so sure it works in Ubuntu already. But it's been working fine in 
Debian

The problem could be your kernel.
Hardy ships with a .24 kernel while yours is a .22.

Could you try installing the .24 kernel and try again?
Open up Synaptic and search for the linux-generic package and install/upgrade 
it.

If it's already installed or upgraded to .24 then maybe you need to
select it at the grub start menu.

About the lsb-release -a. Entirely my fault! It should be lsb_release -a
with an underscore instead of a dash.

Could you show me the source of 1.c? Also, for the sake of convention,
C++ files are often appended with .cc or .cpp. The extension .c is used
for C source code files.

For as far as I can see from packages.ubuntu.com Ubuntu does not
have iceweasel and icedove. Could you provide us with steps on how
you installed them?

I've just tried to reproduce this bug myself (window manager: metacity):
-The OpenOffice window does not get its focus when I click the window tab in 
the panel.
-Alt+Tabbing however does give the OpenOffice window focus.

Another attempt at reproducing it with xfwm4 for window manager:
-When clicking the window tab in the panel only the activated OpenOffice 
toolbar gets focus.
-Again, Alt+Tabbing works fine.

Other notes:
-Same problem with OpenOffice Calc.
