Like you I found that this worked in the previous Ubuntu but failed in
8.04
When I reported this as a bug, Chris Cheney replied that it was working in
8.10 so I guess that it is fixed in the latest

Are you aware of the four little boxes at the bottom right of the screen,

The problem is still there. It is not specific to Open Office, it applies to
all apps.
I have just updated today, 17th October, and am currently running 8.04. I
assume the update to 8.10 will be available soon.

Correct.
Move the cursor over one of the desks with an open window and it says click
to start dragging. This enables you to move an open window from one
workspace to another. This worked with any window ( that I tried ), not just
Open Office, in the previous Ubuntu but doesn't work with 8.04.
