After installing packages via Ubuntu Software center, aka gnome-
software, I try to immediately launch after install, and the package
won't launch from clicking the launch button.  I have to move out of the
page that I installed from and load the software information page back
again to launch the new package or launch from the applications menu.

Sorry, I don't understand the difference between Kernels.  I have the
Ubuntu Kernel 5.5.1 installed from Ubuntu.  Not the official Kernel from
Kernel.org.  I downgraded to the official kernel that works with 18.04
LTS that is installed by default for filling out this bug report.  I am
still uncertain with Ubuntu because have not been using it long as I
have occasionally stopped using it because of hardware limitations with
newer hardware.

I have already tested it in the mainline kernel.  I ran the command as
told.  Same problem persists in all kernels I have tried.  Currently,
tested on uname -r = 5.3.0-28-generic the mainline kernel for 18.04.3
LTS.

I am having the same problem with Ubuntu 18.04.02 with HDMI audio.  No
sound on Resume and it can't be selected as a sound source after resume.
A reboot is the only fix.
