On my Thinkpad X1 Carbon 4th Gen, I was able to work around this issue
by disabling the security module (TPM) in bios. After that
suspend/resume works.

Suspend/resume had worked fine for years on this laptop. It stopped
working correctly on the upgrade to a 5.X kernel.
